Dear Bishop Hall,

I am enclosing a draft of suggested amendments to

the Grant Code along the lines discussed by you and Mr. Rowell at

the Colonial Office recently. Owing to Mr. Rowell's illness these

proposed changes have not yet received his detailed consideration

and they would still have to be subject to his final agreement. If

you so desire, however, I shall be happy to discuss the amendments

on these lines with you at any time in the near future if you care

to call in at the Education office.
